West Linn adopted Ordinance 1772 on June 9, 2026, adding Municipal Code section 6.158 to govern eBikes and eScooters. It aligns with state law and gives officers clearer enforcement tools, including the ability to cite the guardian of an underage rider.

Minimum age
eBike riders must be 16 or older in West Linn. Note that this is stricter in effect than what some riders expect: there is no local carve-out that lets a younger rider use a Class 1 bike today.
Sidewalks
eBikes are prohibited on all sidewalks in West Linn. This matches the statewide ban under ORS 814.410 rather than adding to it. Walking the bike is fine.
Where you can ride
Roads and bike lanes are open to eBikes. On paths and trails, follow posted signage and the rules of the managing authority.
Penalties
Riding on a sidewalk or riding underage is a Class D violation, which under state law generally carries a fine in the range of $115 to $250. The ordinance also covers unsafe riding — speeding, swerving, wheelies, riding no-handed, using a phone, wearing earbuds in both ears, and failing to yield or signal to pedestrians.
Other rules
Ride with traffic, obey signals, and use lights at night. Riding under the influence of alcohol or drugs can bring a DUII charge.
