Sidewalks
eBikes are prohibited on sidewalks throughout Oregon under ORS 814.410(1)(e). That includes every sidewalk in Oregon City. This is worth stating plainly, because the rule for conventional bicycles is different — those are generally allowed on sidewalks unless a local ordinance says otherwise. eBikes get no such allowance.

Where you can ride
Roads and on-street bike lanes are open to eBikes. Multi-use paths are generally open where bicycles are permitted, subject to posted signage and the rules of whichever authority manages the path.
